[hpsdr] Hermes build notes

Who IS the project leader?

Perhaps after this discussion on correcting the BOM and Schematic we can
get this updated?

BTW, I downloaded my BOM and Schematic from apache-labs.com not 
 tapr.org or openhpsdr.org

Is apache-labs.com the latest and best place for that?
Should they be in charge of updating the documents?
