[hpsdr] PowerSDR startup error

Hi folks,

I'm getting an error starting up psdr. It started happening after my PC did
some auto updates. I think.

I put a screen shot of the error here:

It bombs out after the error happens.

I've tried un/re-installing and it still happens. I'm not sure where the parameters
are saved for psdr, the windows registry? If I knew I'd try clearing those out.
