[hpsdr] KISS 1.1.28 released

Dear all,
After much tribulation after Dayton with my Atlas-bus system not working so well, I've
sorted a few things out and posted an update to KISS Konsole to the SVN archive.

My problems included the 122.88 mhz oscillator on my Mercury board suffered solder
connection failures as a result of transporting my Pandora box to Dayton to be on display
at the TAPR booth.  I found that problem eventually, but was bothered by an inability to
get KISS to start and stay started.  It was possibly a result of only partially updating
my firmware to the newest firmware, or maybe it was lots of packet loss running the new
protocol at 48k samples.  I thought I was going crazy!  (Maybe I was...)

But thing seem to have settled down enough today for me to put out KISS Konsole 1.1.28.

It has support for 384K samples.  It includes the latest Ozy rbf file, which is what
InitOzy11.bat is set to load.  Edit InitOzy11.bat if you want otherwise.  I've also seen
it work with my Hermes board.

Now that I have an Anan-100D, I hope to try to add support for that and especially Angelia
to KISS.  Other items that I should add include the 0-31db step attenuator selection
available on Hermes.

As usual, it's a volunteer effort, and I may have goofed up and there could be new bugs
introduced here.
