[hpsdr] Penelope V1.8.pof file

All,

One of our members advised that he was having a problem using 
Penelope_V1.8.pof with an Altera USB Blaster to program his Penelope board.

I initially could not replicate the problem but have been able to today.  I 
suspect a problem with Quartus V12.1 since I've had a similar problem in the 
past with other versions.

The Penelope_V1.8.rbf file loaded either via  Ozy/Magister or Metis works 
just fine, so for now I suggest you use this method.
