[hpsdr] P*SDR_HPSDR_mRX_v3.0.17 released

The P*SDR_HPSDR_mRX_v3.0.17 release is now live on the download page at
<http://openhpsdr.org/download.php> and  will be available soon from <
https://apache-labs.com/>.

The following bug fixes and changes are included.

- Reworked the  level calibration feature for use at various sampling rate
and FFT size combinations.

- Added a separate attenuator control for the second step attenuator on the
Angelia/ANAN-100D radio. This requires Angelia firmware v1.9. The 'ATT' pull
down menu offers fixed attenuator settings of '0, -10, -20, -30'. Double
clicking on the 'ATT' name will display the variable 0-31 step attenuator
control.
