[hpsdr] no ethernet TX

thanks for suggestions, on and off list.  I'm still trying to troubleshoot
this..

Does anybody know what level TXD0 (pin 50 on FPGA) pulses should be?  I'm
getting only 0.6 V and I wonder if there is a short somewhere.  The pin
next to it, TXD1, has 3.3 V pulses.  I've removed the Micrel chip now and
will try to solder a new one.  I hope nothing is wrong with the FPGA output
pin.  That would be a real bummer.
