[hpsdr] Updates of HPSDRProgrammer and HPSDRBootloader

I have updated the HPSDRProgrammer_V2 and HPSDRBootloader for both windows
and Linux to eliminate many of the error people are having with timeouts,
writing IP address and programming the wrong rbf to a board.

This version is 2.0.4.0 and date 2013-6-9

I have tested all code on my Metis,  I do hot have Hermes or Angelia to
test but they have been programmer to the specifications.

I have added check to guide you to the correct place to program each board
if you try to use an incorrect field.  I have also provide a diagram to the
download page that indicates the purpose of each program.

HPSDRProgrammer_V2 only talks to board that have a ethernet port it does
need pcap but does not need admin or root privileges.

HPSDRBootloader can program board that have jumper 1 on Metis or jumper 12
on Hermes or Angelia set it does need pcap and it does require admin or
root privilages.  It can also be used with Metis as a JTAG programmer for
Mercury and Penelope or Pennylane.  There is no discovery on the
HPSDRBootloader it will write to the appropriate board on the subnet with
the appropriate jumpers set.

I have also added check make sure the rbf you matches the board that is
selected.
