[hpsdr] HPSDRProgrammer_V2 V2.0.3 for Linux Debian

The first step I would suggest for in diagnosing this issue in any linux
command would be to use the LDD command, i.e.

ldd ./HPSDRProgrammer_V2

This should help identify which shared library we're having an issue with.
