[hpsdr] Sound cards drop support for 8k / 11k / 16k / 22k

Just a note after debugging a gnuradio issue -
 
It appears that many newer soundcards have dropped support for
slower audio sampling rates. I've checked two different chipsets, and they
(or the driver perhaps) no longer supports less than 44.1ksps sampling
rate.
