[hpsdr] P*SDR v3.0.0.0 Fatal Error

…the pertinent database.xml file should be located in 

C:\Users\your_user_name\AppData\Roaming\FlexRadio Systems\ (then into the PowerSDR folder that is specific for v3.0.0.0),

or something similar depending upon how you have your system set up.
