Try with the following commands:

sudo apt-get install make gcc g++ subversion libqt4-dev
svn co http://svn.tapr.org/repos_sdr_hpsdr/trunk/KV0S/hpsdr-programmers/
cd hpsdr-programmers/HPSDRProgrammer_V2a/
qmake
make -j4
sudo ./HPSDRProgrammer_V2a


I don't believe that Qt5 is mandatory, I was able to compile using both Qt4 and Qt5 on several Linux 
distribution, alas I don't have 12.10 at hand.
In case you get some error, please report it here.
