[hpsdr] Programmer and bootloader under Ubuntu 12.10

Please use HPSDRProgrammer_V2
Compiled Linux and windows versions are on the download page.
It's  is the only code that works.

V21 is dead and V2a is a work in progress with no new features just the
removal of the pcap dependence.  I will have it done in a week or two.
Work OS in way of hobby time.
