[hpsdr] P*SDR_HPSDR_mRX_v3.0.16 released

The P*SDR_HPSDR_mRX_v3.0.16 release is now live on the download page at
<http://openhpsdr.org/download.php> and  will be available soon from <
https://apache-labs.com/>.

The following bug fixes and changes are included.

- The two-tone test injection point was moved to the output side of the
signal processing. This will insure that the tones are not effected by
settings such as the transmit equalizer, mic compressor, and wave shaping of
the transmit filters.

- The initiozy11.bat will load Ozy v2.5 firmware as the default. This
requires that Mercury v3.4 and Penelope/PennyLane v1.8 is flashed.

- The 17/15m LPF coverage was extended to 25MHz. This allows the use of the
17/15m LPF filter for the 12m band when using the manual filter control.
You will need to either reset the database or manually adjust the frequency
values for this change to become effective.

- The 'Limit Slew' is enabled by default. The use of this feature while
using 'TUN' in CW modes is possible. 

- The on board attenuator for Mercury/Hermes/Angelia will be enabled during
transmit by default. 'ATT on TX'

- CAT control supports the BobSmeter-Flex for RX1 and RX2.
