[hpsdr] Problem or feature?

On new 100D I set the TX levels to 100 watts via TUNE. My external watt meter reads 20%  less than PowerSDR. 13

When I TX 5 WPM the peak power only reads 75 watts on a slow Dash. Is this normal? Is there a reason that this not at 100% ?
