[hpsdr] Feature or Bug?

With a new ANAN-100D  I can set TUNE for 100 Watts and calibrate to 100 Watts but when I CW TX I only get 72 Watts.
I would think that both are 'Book' I/Q values and not using the audio path.
Why can I only see 72 Watts When AF is set to 100 and TUNE gives 100 Watts?
