Bert,

I would suggest changing R128, R139 to 5.11K (or close to this value) and
R141 to 51 Ohm, do not short jumper J22,

With a stable lock you should see a 160Khz square wave on R76 (FPGA side),
there should not be any jitter visible with a stable lock,
