[hpsdr] external 10MHz reference input

Actually, TADD-2 and TADD-3 serve different purposes -- TADD-2 (and the
single-channel TADD-2 Mini) will divide a 1/5/10 MHz source down to one
pulse per second while the TADD-3 is a pulse distribution device -- six
PPS outputs for one or two PPS inputs, with no divider capability.

TADD-1 is a 6-channel RF distribution amplifier. At the moment only the
PCB is available because the original amplifier chip (MAX477) has become
unobtanium. We are told that there are other op-amps that can be
dropped in as replacements, but haven't done testing ourselves.
