[hpsdr] PowerSDR mRX Fails to start SlimDX.dll error

Fresh rebuild WinXP SP3. Installed .net 4 and c++ redistributables.
PowerSDR mRX fails to start and gives the followign error:

The type initializer for 'PowerSDR.Display' threw and exception.....
Could not load file or assembly 'SlimDX.dll' or one of its dependencies....

Any thought/ suggestions?
