[hpsdr] Help with Penelope external control

I have lost the 12 volt reference voltage on pin 25 of Penelope external control connector.
Checked 2 Penelope's and both are showing 0 volts. I do have 12 volts on the 12 bus pins A1, B1, C1.
Cannot for the life of me find where OCRef originates, I see that it should be on U18 pin 9 also but 0 volts there as well!
Phil anyone know where to look???
