[hpsdr] Hermes - PTT and ssb latency

I've done some testing looking at transmitted audio waveforms recorded off
a second receiver and finding that the "Enable PTT Delay" control under
General-Options of PSDR is NOT functioning.  I've dialed in multiple
hundred msec delay and there is no change in the amount of audio being
truncated at the end of a xmsn.

Has anybody gotten this to work with Hermes or otherwise tested it?
