[hpsdr] First Cut at Wireshark Plugin

Jeremy,

It won't build for me on Linux (Xubuntu 12.04 x86_64).

1) git clone git://git.nh6z.net/wireshark.git gives me 'remote
error: access denied or repository not exported

2) So I take a snapshot of the most recent version (2013-07-09)
from web presentation of the repository.
'make' bombs with missing .deps includes (lines 801,802)

3) Try cmake. This bombs as cmake doesn't understand the
register_dissector_files directive.

Perhaps this needs to be built in an environment including some
wireshark dev stuff?
