[hpsdr] TeamSpeak audio 2013/Sep/14

The hosting provider is in the process of syncing data to the new server.
They have replaced the server with a more robust unit that includes three
times the amount of RAM, plus a RAID SSD array for Services(like MSSQL,
IIS, etc) and the OS partitions. The performance improvement should be
noticeable.

They expect to have it back online today, although they have not specified
the exact time of day.
