[hpsdr] Quartus V13

I'm using the free web version. To unlock multiprocessor options enable
Altera Talkback (you would need to agree to send stats to the mother ship)
and restart quartus. You should be able to select "use all processors". On
my system it cut down compile time from 2.5 hrs to 30 min. Not bad !
