[hpsdr] Flatpack2 Power Supply

Most of the Eltek power supplies will come up at their default voltage by simply applying power.  Identify the primary inputs with
an ohmmeter from the fairly obvious 2 sides of the line inside the chassis.  Then apply power, and you will be able to find the
outputs and their polarity.   On the flatpacks I've examined you could fabricate the input connector from copper-clad FR-4, and make
the output connections with 1/16" copper, held in correct spacing with unclad FR-4.
