[hpsdr] Updates to the Skimmer server interface DLL v14.8.13

An updated version of HermesIntf.dll  Skimmer server interface for HPSDR is
available at *https://sourceforge.net/projects/hermesintf/files/
<https://sourceforge.net/projects/hermesintf/files/>*

new h/w support:
- Afedri SDR-net in HPSDR emulation mode (firmware 228e and higher)
- N1GP RTL_hpsdr  (see https://github.com/n1gp/rtl_hpsdr )
- up to seven receivers in Hermes depending on the firmware revision.
Support of the latest v2.9 firmware (4 rcvrs)
- additonal HPSDR variants (Angelia, Metis, etc)


increased logging level in HermesIntf_log_file.txt

Supported sample rates/receivers:

48/96/192 Khz

Hermes:
- Firmware version *1.8* (download from the dxatlas.com web site) - 7
receivers
- Firmware version 2.4,2.5 - 5 receivers
- Firmware version 2.9 - 4 receivers
- Other fw revisions: defaults to 4 receivers

Angelia:
- 7 receivers

Metis:
- 4 receivers

N1GP RTL dongle in HPSDR emulation mode:
- up to 8 receivers, depending on the number of connected dongles

Afedri SDR-NET single and dual channel in HPSDR emulation mode:
- 1 or 2 receivers
