[hpsdr] PowerSDR/OpenHPSDR mRX PS v3.2.18 released

All,

PowerSDR/OpenHPSDR mRX PS v3.2.18 has been released. 

This is primarly a maintenace release which has a few bug fixes and feature
enhancements added.

The noteworthy changes are:
- PowerSDR will check the database version being used on startup. If the
databse was written by an older version of PowerSDR you will receive a
warning and a choice to reset the database at that time.
- Diversity values for the Reference Source, Gain, and Phase are saved and
restored by band.
- Diversity can now be enabled/disabled with the Diversity Form opened.
- The PTT Control port can now use the same port as the CAT Control.
