[hpsdr] CPU monitor

Actually I faced up strange things about CPU
utilization, as well. Both, PSDR and cuSDR shows
wrong info about it.
It absolutely differs from Win Task manager info.
I run Win 8.1 x64, may be that is point. I have no
reason
do not believe to Task manager, because it was
visible. When utilization went up more than 90%,
distorted
