Mike, 

If the erase cycle is taking a minute you most likely have Angelia_v2.7 in your board even though you think you have Angelia_v2.8 in it; the programming step you described likely did not actually load v2.8 when you thought it did, is my guess.  If you actually have Angelia_v2.8 in your board the erasse cycle should take about 17 seconds or so. 

There should be no difference between 10m power output when using v2.7 and v2.8.  Could you have inadvertently loaded Angelia_v2.6 in your attempts to load v2.8?  

Before changing firmware versions it is always a very good idea to do a “Discover” first to see what is actually in your board before the procedure begins, even though a previous upload may have appeared to complete successfully it is always a good idea to confirm that it did with a new Discover command.
