[hpsdr] Angelia_v2.8 firmware download

In testing the new v2.8 vs v2.7, please use the HPSDR Programmer V2 nopcap 2.0.4.5 not earlier versions of HPSDR Programmer, that may be the reason some are having difficulty with v2.7 being able to load v2.8.
