[hpsdr] Bringing up Penny

Hi all,

and thanks Aivars. This was the right hint. Now I could produce *.jic 
out of *.sof (Production code)
with
the help of Quartus v.13.0 described in "Using the Serial FlashLoader 
with the Quartus II
Software".
  Loading the *.jic file into the Programmer the correct configuration with
EP2C8 and EPCS4 appears. On the board JP7 (Last JTAG) was set and JP8/9 
(Config A/B)
was set=0. Unfortunately, after programming via Altera USB-Blaster I got 
the message
"Programming not successfull" without any further notice.

Can anyone help me to proceed to find the error?

Sofar, I didn't dare to load PennyTestImage.jic, as I installed further 
devices (U5, U7,U10,
U16) already, as Phil mentioned somewhere that damage to the FPGA could 
be done
(all pins are set as outputs).

Is that still true, so I should skip the tests under item 9 and 13 in 
"Bringing up Penny"?
