[hpsdr] Bringing up Penny

Hi,

in addition to my earlier post and the solution by Phil (see Penelope
program EPCS4).

The reason why you cannot program the flash memory via JTAG is, that you
have to load the Mega Function ASMI (Active Serial Memory Block)into the
FPGA first to access the EPCS4. The same reason was for the failure of
the IDCode iteration test of the JTAG Chain Debugger.
Usually you have to pay for MEGA functions as I learned by Kirk when
attending his internet class for FPGA programming.

Therefore programming via SConfig socket on Penelope with USBBlaster is
the solution.
