[hpsdr] PowerSDR/openHPSDR v3.2.9 Released

Thanks for your hard work for all of us !

When using the new 3.2.9 version of PowerSDR, and receiving with 0dB of
attenuation, upon transmitting, the ATT is changed to -20dB when going back
to receive. Is that as it should be?
