[hpsdr] Reflected power reporting problem with Angelia_v4.0

All, 

The test version Angelia_v4.1_test.rbf has some nasty spurs on Tx so please bear with me while I work on this (new) issue.  No further testing of Angelia_v4.1_test.rbf is needed at the present time.  I’ll have a new test version available as soon as I figure out what happened to this thing.
