[hpsdr] HELP New PC big problem

Win 8 laptop was hosing up so bought new Toshiba Win 7 Pro I7 machine.
Running same PwrSDR as my good Win 7 Desktop All options checked the same.
Boots up FB but as soon as I move tuning the sound goes muffled CW or SSB same thing all bands!
Field day looms! 
Of course never seen this before, used XP-Vista, Win8 even worked FB with Pwrsdr it's problem was unrelated to PwrSdr.
Using Hermes with latest FW.
Any ideas ?????
