[hpsdr] Angelia Ver 3.8 FPGA f/w

Hi All,

Puresignal testing seems show much reduced IMD improvement (less than 10 
dB) with this f/w. In fact IMD without Puresignal is much worse also 
(around 23 dBc). Reverting to ver 3.7 seems to restore everything to 
normal..
