[hpsdr] Can hpsdr fpga firmware be temporarily updated by an application in realtime?

Hi Rick

I was wondering about the same thing. I've asked Phil if a flag can be
added to the ethernet protocol to write an image to the volatile memory
(sdram?) but not flash .  Phil agreed to review but we need to do more
research on what firmware changes are needed to make this possible
