[hpsdr] Hermes_v2.6 (FULLY CONSTRAINED) test version

All, 

From feedback I’ve received and tests here locally it seems that this test version of Hermes_v2.6 fixes some problems while creating others. It may be that I have improperly constrained something and therefore have closed timing on a design that doesn’t quite reflect the actual hardware relationships between clocks, etc.  I’ll check that possibiity out carefully.  

I will let you know when I think things have been properly done on it and am ready for more testing.  

Thanks for the tests and feedback; I’ll continue work on it.
