[hpsdr] QtRadio new code

Hi Dave,
There is also ghpsdr3-alex to which John Melton has made a significant 
contribution.

It would be a good idea if the two branches were merged in order to pool 
resources.

QtRadio in ghpsdr3-alex already uses Qt5 and Warren's DSP code is 
currently being looked at by one contributor as a replacement for Dttsp.

That branch at http://napan.ca/ghpsdr3/index.php/Main_Page supports 
HPSDR, Softrock, UHFSDR, Microtelecom Perseus, SDR-iq, HiQSDR, Ettus 
Research USRP and rtl-sdr <http://napan.ca/ghpsdr3/index.php/RTL-SDR> 
DVB-T dongles.

There is at least one 100D running it. My Hermes + eb104.ru BPF + 300W 
PA/LPF run under it is lacking filter switching. Unlike cuSDR it is only 
configured to use J15 and nothing happens on J16 which the eb104.ru 
filter switching depends on.
