Hi Geoff,

In windows, that normally indicates a dependency error.
Meaning that the dll is present but depends on something else that is
missing.

MS error messaging here is very confusing.

Best way is to install dependency walker, it will trace
through dependencies and (after some false rabbit trails) tell you what's
missing in the chain.
