[hpsdr] Fwd: .dll error

FYI, if you do go down this path, many of the false rabbit trails are
called "delay-load" or have an hourglass next to the icon.  If Dependency
Checker reports a missing DLL but if it has an hourglass or "delay-load" on
it then it is not a problem in launching the program.
