[hpsdr] .dll error

Hi Tom et al,

	Dependency walker did the trick :-) . I was eventually able to determine that 
my virus checker's regular 100% scan had quietly "quarantined"  another .dll 
(false positive). After finding the missing dll and updating the virus 
checker's engine all is well.
