[hpsdr] HPSDRProgrammer small revision

I have had a request to shorten the discovery time on the HPSDRProgrammer

This has been posted to the openHPSDR.org/download.php webpage.

The new version timeout after 2 minutes the 2.0.4.10 times out after 12
minutes.

I left a link to the older version if you need the longer timeouts.
