[hpsdr] Hermes emulator

Alan,

Very nice work! I had written a small one that managed to allow me the
absolute minimum to debug PowerSDR without a radio, but this is leaps and
bounds better!

It would be wonderful to accumulate a library at various sample rates of IQ
captures of various modes and modulations or IQ files generated by
octave/matlab with certain known characteristics that could be used to test
and demo the various SDR software and DSP features. Has anyone compiled a
decent library of captures or test files?
