[hpsdr] VS2013 Community Edition

As a follow-up, I checked PowerSDR, and its C/C++ DLLs do use MBCS (multi-byte character
set), rather than Unicode, so VS2013 is not usable without the additional download and
installation of the MBCS add-ins for VS2013.

Whether these add-ons are able to be installed for VS2013 Community Edition needs to be
determined.  I'm in the process of downloading and installing VS2013 on my home laptop.
