[hpsdr] Hermes new firmware 3.0

On Oct. 20th 2014 Phil, VK6PH informed:

... Hermes V3.0 has the following features:
 
- Full support for the Apollo PA and Automatic ATU
- PTT input from J16 pin 1  has been restored (accidently removed when
implementing CW in the FPGA)
- Full PWM implementation for those experimenting with Envelope Tracking and
EER PAs. The max and min PWM pulse widths can now be set in PowerSDR. Note
that pulling J16 pin 16 low will immediately set the PWM output low.  This
enables over current/voltage/temperature etc. protection to be implemented.
