[hpsdr] Hermes 144mhz

Hi Bent,

it is NOT possible run Hermes in 3rd Nyquist zone without major mods at the
filtering. I modified an Atlas-based HPSDR setup for 144 Mhz. Undersampling
works also on VHF with good performance (details under
http://www.hamsdr.com/dnld.aspx 9/19/2013)
