[hpsdr] Patch for KISS Konsole and Linux

Sid,

There are a couple of ways to solve it. The first and easiest is to just
reference the USB DLL that is in the debug directory. This will get it to
compile. The USB connection isn't supported on non-windows platforms at
this time. We will use a better conditional build in the future.
