[hpsdr] Updated KISS Konsole for Cross-platform Execution

Mono for Fedora 20 is way behind at 2.10.8 though monodevelop is at a 
higher level than it is on openSUSE and Ubuntu.

openSUSE mono is at 3.6.0

Ubuntu mono is at 3.2.8

Both openSUSE and Ubuntu are OK.
Building on openSUSE and running on Ubuntu is also OK.

I haven't tried this yet
