Hi Jim,
Besides the dual, quad, 6 and 8-core x86_64 PC's I have run
ghpsdr3-alex, Linrad, cuSDR64 and HiQSDR support programs on ARM -
Pandaboard with 2 CPU's and 1GB memory, ODROID-X with 4 CPU's and 1GB
run at 700MHz due to some component that has gone out of spec and
ODROID-U3 with 4 CPU's at up to 1.7GHz and 2GB.

Almost forgot the Zotac MaG mini PC - dual-core Intel(R) Atom(TM) CPU
330 @ 1.60GHz with 2GB memory and it runs a full Linux workload
including all my SDR programs without noticing any slowness except when
I am doing big software builds where they take longer to complete than
on the 8-core AMD box with 16GB and two 6-core AMD boxes with 8 and 16GB.

Intel Pentium(R) Dual-Core CPU E5700 @ 3.00GHz with 4GB way more
than fast enough.

None have been dedicated to just running SDR programs, I concurrently
run other stuff on them.

Obviously get the best PC you can afford, it will be way more than adequate.
73 ... Sid.
