[hpsdr] new Hermes board programming

Hello,

I followed the programming the eeprom procedure in the Hermes manual, and I
never see the Altera USB blaster device listed
under "Interface", just local area connection.

I am trying to run HPSDRBootloader version 2.04.4

Of course, all over the program it tells me it can only program with the
Ethernet interface.

If it matters (because of no usb blaster listed) I have J12 on.  I have
tried P1 and P2 headers.

I have 6 leds lit on the board.  Power supplies and clocks look to be OK.

Any ideas?
